How can a renovation company expect to charge a cancellation fee for renovation work if its cancelled 2 months before the work was to take place! Is this legal if no forms were signed?

If nothing was signed 'technically' you wouldn't have a binding contract, so I doubt they have anything to stand on.

Regardless of who was at fault, they have more than likely done themselves out of any future work as it will leave a sour taste.
