low area on cricket square

I have a 10 wicket cricket square to maintain on a voluntary basis. The ground is very low lying,has a high water table and slow to drain.
Water stands on part of 2 wickets after heavy rain.This area is about 1inch lower than the rest of the square,how do I bring this area level with the square,what should I do to the original surface before piling on the top dressing.

scarify , mow ,spike then seed apply heavier dressing to the low area and try using a wide lute this will level the area repeat every year and hopefully u can gradually raise the level of the square thus improving the drainage. also a deep spike early in the year after the frosts good luck
