The worst floods to hit Victoria in 15 years have been declared a catastrophe with the damages bill expected to exceed $10 million.

The floodwaters may be receding in some areas but the major regional towns of Shepparton and Horsham remain at risk.

Hundreds of households remain under threat with some of Victoria's biggest rivers expected to break their banks over the coming days as the torrential rains that drenched the northern and western parts of the state over the weekend flow downstream.
